SOGL (System Operation Guidelines) is a European guideline for the operational management of the electricity system. It is a legal act of the European Commission that regulates the way transmission system operators (TSOs) and distribution system operators (DSOs) operate in order to ensure the stability, reliability and operational security of the electricity system in Europe.

What does SOGL regulate?

SOGL covers a range of rules concerning operational system management, such as:

  • Balancing the system – ensuring a balance between energy production and consumption.
  • Managing the frequency – defines the mechanisms for stabilising the frequency in the system (e.g. 50 Hz in Europe).
  • Power reserves – defines the requirements for power reserves (e.g. primary, secondary and tertiary reserves).
  • Cooperation between operators – ensures coordination rules between national electricity system operators.
  • Crisis management – defines procedures for emergency situations such as blackouts.

Why is SOGL important?

It is a key element of EU energy market regulation and ensures the consistency and stability of the electricity system in member states. It is particularly important in the context of integrating renewable energy sources (RES) and increasing grid flexibility.
