White certificates, formally known as energy efficiency certificates, are a policy instrument used in Poland and other countries to promote and finance actions that improve energy efficiency. They are part of a mechanism designed to encourage energy savings across various sectors of the economy.

Purpose of White Certificates:

How the Mechanism Works:

  • Obtaining certificates: White certificates are awarded for implementing energy efficiency improvement measures, such as modernizing lighting systems, upgrading insulation, or optimizing heating systems.
  • Energy obligations: Obligated entities (e.g., energy suppliers) must hold a sufficient number of certificates or pay a substitution fee.

Examples of Eligible Activities:

  • Modernizing lighting systems in buildings or urban areas.
  • Introducing energy-saving technologies in industry.
  • Reducing energy losses in power or heating networks.
  • Improving thermal insulation in buildings.

Trading Certificates:

  • Certificates can be traded on the Polish Power Exchange (TGE) or other approved markets, allowing obligated entities to meet their obligations flexibly.
  • This system is similar to the emissions trading system (ETS), but it focuses on improving energy efficiency.
